During Attorney-General and Minister for Justice, Dr. Dominic Ayine’s presentation of the government’s position on the Constitutional Review Committee (CRC) recommendations during the Government Accountability Series on July 30, 2026, the media were reporting highlights via flyers and quote cards.
GHOne TV shared a flyer across its social media platforms (X, Facebook, Instagram, Tiktok and WhatsApp) highlighting one aspect of the Attorney-General’s statements. The flyer read: “Dual citizens are eligible to contest any position in Ghana – Dominic Ayine (Attorney-General)”

But what exactly did the Attorney-General say?

GhanaFact reviewed the Attorney-General’s presentation during the Government Accountability Series, as well as the Government’s Position Paper on the Constitutional Review Committee’s recommendations.
Our checks found that the viral flyer omitted an important qualification contained in the Attorney-General’s statement. During his presentation, Dr. Ayine explained that the government had accepted the recommendation to permit persons with multiple citizenship to occupy public offices except the offices of President and Vice President.
He stated: “The government has also accepted a recommendation on dual citizenship. A citizen of Ghana by birth who holds the citizenship of another country will no longer be barred from contesting for election to Parliament, only on account of his or her dual citizenship, and will not be required to renounce the other citizenship.
“The current disqualification sits uneasily with our engagement with the diaspora and with the realities of modern citizenship. In line with this proposal, it is also the case that multiple citizenship will no longer disqualify a person from holding certain offices except that of a President and Vice President of the republic.” (watch from 15 mins: 29 secs)
In the Government’s Position Paper, the government accepted the CRC’s recommendation of amending Article 94 to remove restrictions on dual citizens holding public offices, except for the country’s two highest executive offices, the President, and the Vice President.
So, yes the Government has accepted the recommendation to allow persons with dual and multiple citizenship to occupy public offices, but the proposal explicitly excludes the offices of President and Vice President.

Therefore, the claim is misleading.
