Claim: Three Agenda 111 projects in the Ashanti Region have been operationalised

The Ashanti Regional Minister, Dr Frank Amoakohene, has claimed that the John Dramani Mahama government has completed and operationalised three Agenda 111 hospitals in the Ashanti Region.
The minister, speaking during an appearance before Parliament’s Local Government and Rural Development Committee on Tuesday, October 7, 2025, said the previous government did not operationalise any of the Agenda 111 projects despite commissioning three of them in December 2024.
Responding to a question from the Member of Parliament for Suame, John Darko, the minister said: “The Agenda 111, when I assumed office as Regional Minister, for the record, none of them were functioning or were operationalised. Unfortunately, on the 4th of December 2024, they commissioned three of them.
“The three that were commissioned as at February 2025, that we visited the site, there was no staff, there were no beds, contractors indicated that they were not done. The one that was close to completion was about 95% complete, and I visited the same with the Honourable Health Minister.
“With this intervention, we’ve been able to operationalise three out of the five that were near completion, i.e. Twedie, Suame and Drobonso, which are within your constituency,” he said, adding that the Agenda 111 project at Oforikrom was also nearing completion.
But were the three hospitals that have been operationalised under the Agenda 111 project?

Using Open-Source Intelligence (OSINT) research, GhanaFact found that the Ashanti Region was billed to benefit from 18 new hospitals under the Agenda 111 project. They were:

From the above, it is clear that the three hospitals operationalised by the current government (Twedie, Suame and Drobonso) were not among the Agenda 111 lot.
The three hospitals, which the minister mentioned, as commissioned in December 2024 by former President Akufo-Addo, were Trede (where the first Agenda 111 project was inaugurated in 2021), Kokoben, and Ahanta hospitals.
But under which arrangement were these newly operationalised hospitals built?
In September 2020, the Ghana News Agency reported that the then government had secured 71.5 million Euros to construct and equip twelve 40-bed hospitals across the country.
“The funding for the construction of the hospitals, which would incorporate associated staff accommodation facilities for hospital workers, was sourced from Erste Group Bank AG and Česká Spořitelna a.s,” the GNA post on Facebook added.

The Ashanti Region was to benefit from 5 of these hospitals, five for the Eastern and one each for the Greater Accra and the Brong Ahafo Regions.

On November 28, 2024, Akufo-Addo formally commissioned four of the hospitals under this project.

Verdict
From the table above, the Suame, Drobonso and Twedie hospitals, the minister claimed were under the Agenda 111 project, are False.
About the Agenda 111 project
The Agenda 111 was a health-sector infrastructure plan by the Nana Addo Dankwa Akufo-Addo government that aimed at the construction of 100-bed District Hospitals in 101 Districts with no hospitals.
Also included were seven Regional Hospitals for the new Regions, including one for the Western Region, the construction of two (2) new psychiatric hospitals for the Middle and Northern Belts, respectively, and the rehabilitation of Effia-Nkwanta Hospital in the Western Region.
